Immigration policy is constantly changing. Every year, legislation is introduced and passed, regulations are written, and court cases are brought. As a result, immigration policy has become a confusing jumble of sometimes contradictory laws and regulations. The failure to deal with the immigration system in a comprehensive manner has resulted in a system that is unmanageable with too few legal channels to come to the U.S., and an increasing foreign population living here outside of the law. Our policies are not in tune with reality, and the need for change is becoming increasingly urgent.
