This report presents estimates on the size and characteristics of the resident nonimmigrant population in the United States in 2008. Slightly more than half (0.93 million) of the 1.83 million nonimmigrants were temporary workers and families, about one third (0.59 million) were students and families, 13 percent (0.24 million) were exchange visitors and families, and 4 percent (0.07 million) were diplomats, other representatives, and families.
This paper reviews some of the problems with the various temporary worker programs under current immigration law and makes recommendations for improving the employment-based immigration system.
